I already see Stroustrup. Can anyone help-me to identify more people? Is Margaret A. Ellis here?

I think this revised agenda gives the list of (expected) attendees:
http://www2.open-std.org/JTC1/SC22/WG21/docs/papers/1990/WG21%201990/X3J16_90-0006R%20WG21.pdf
Edit: oops, that’s for meeting number 2…

indirectly via
https://www.reddit.com/r/cpp/comments/eyhad/whos_who/

which also gives us some identities:

Greg Comeau is looking over the left shoulder of the guy in the vertically striped shirt in the back row.

Sam Druker is the tallest guy in the back row, 4th from the right.

Dan Saks has the dark curly hair and full beard kneeling in front, Bjarne is behind him.

That could be Bruce Eckel standing behind Bjarne.

Of course, that’s Andrew Koening in front with the curly hair and beard.

and

The tall one on the front row to the left is Jim Roskind. At netscape, he always had awesome stories to tell about pretty much anything. He’d often get a crowd of interns listening to him.

The one behind and to the right of the front middle guy reminds of another netscapee named Chuck. Can’t remember his last name for the life of me though.
